I overheard my vet talking about a similar but less extreme situation: one littermate had to be at the vet's for an extended period of time, other cat is reacting like it never saw the other cat before in its life. She suggested small drops of vanilla on siblings foreheads so they both smell the same. No idea if that would work in your case.
